Heard both sides.

2.The petitioner represents some twenty families, who are residing in Ennai Village Panchayat. But they are voters of Illuppur Town Panchayat. The water connection is proposed to be given under Jal Jeevan Scheme. The fifth respondent will be implementing the project. But the fifth respondent requires no objection certificate from the third and fourth respondents. 2/5

3.Water is a basic amenity. The project is to be implemented by the local body under a Central Government Scheme namely, Amruth 2.0 scheme. In these matters, authorities should readily grant no objection certificate. 4.Therefore, I direct the third and fourth respondents to grant no objection certificate as sought for by the fifth respondent. This shall be done immediately. The question of applying model code of conduct will not arise at all.

5.With the above direction, this writ petition is allowed. No costs. Consequently, the connected miscellaneous petition is closed. 27.03.2024 NCC : Yes / No Index : Yes / No Internet : Yes/ No LR 3/5
