PRAYER:- Writ Petition filed under Article 226 of the Constitution of India, to issue a Writ of Mandamus, directing the respondents 2 and 3 to finalize the Plot Fixation (Market Value) for the petitioner's property in Survey No.359/1G2 (Wahab Nagar Layout) based on the DTCP Regularisation Order No.15/2025 and consequently release the 7 withheld documents relating to the above said property within a time frame fixed by this Court.

ORDER

The writ petition has been filed seeking a direction to the respondents 2 and 3 to finalize the market value for the petitioner's property in Survey No. 359/1G2, based on the DTCP regularization order, and consequently, to release the seven documents withheld in respect of the said property.

2. It is the case of the petitioner that the documents are pending, and in the meantime, the petitioner has obtained the regularization order. The same has been

submitted along with the documents. Therefore, it is for the respondents 2 and 3 to undertake the exercise of fixing the guideline value and to determine the adequacy of the stamp duty and registration charges, and thereafter register and release the documents.

3. When the matter came up for hearing, the learned Special Government Pleader, taking notice on behalf of respondents 1 to 4 and 6, submitted that the respondents 2 and 3 would complete the exercise in accordance with law, if reasonable time is granted.

4. In view thereof, the respondents 2 and 3 are directed to consider the request of the petitioner for finalization of the market value in accordance with law and pass appropriate orders as expeditiously as possible. If a regularization order is available in respect of the plots covered under the documents, the respondents 2 and 3 shall fix the market value at the earliest and release the documents to the petitioner. In any event, the entire exercise shall be completed within a period of two months from the date of receipt of a web copy of this order, without insisting upon a certified copy.
