ORDER
Heard both sides.
2.The petitioner seeks grant of dairy farm loan. Since her request was not processed, the present writ petition came to be filed for directing the second respondent to grant loan.
3.When the matter was taken up for hearing, the learned standing counsel produced copy of the letter dated 29.08.2023. It is seen therefrom that the petitioner's loan application was already rejected. The first respondent has also been accordingly informed.
4.The learned standing counsel produced copy of the instructions governing disbursement of such loans. Clauses 1.3.2, 1.3.3 and 1.4.(vi) read as follows:- 2/6
"1.3 Eligibility 1.3.2 The applicants must have adequate experience in dairy farming particularly when he proposes to purchase superior breed/exotic breed. In case of large dairy farms, knowledge and practical experience on the part of the entrepreneur or else an assurance of engaging a person having adequate experience in the line are essential.
1.3.3 The applicant should have definite arrangement for supply of green fodder. In case of large dairy farm, it is essential that the farmer cultivates green fodder either in his own land or in leased land under assured irrigated condition. In such case he should cultivate green fodder at the rate of one acre for every 10 animals. * The farmer should have adequate space to house the animals. * Availability of veterinary care including facility for artificial insemination is essential * There should be assured marketing facilities. Tie up may be explored with Govt./Cooperative/Pvt. Dairy Agencies. * Potable water facilities should be available in the area. * The applicant should not be a defaulter to any financial institution.
He should not have borrowed from any financial institution for the same purpose for which the loan is sought for. 1.4. Application 3.vi. Letter of undertaking from the co-operative Milk Supply society/Milk Union/Dairy Development Corporation/other large buyers agreeing to procure the milk from the applicant and to remit the entire sale proceeds directly to the bank for adjustment of loan.

5.The petitioner is given liberty to re-submit the loan application. If the petitioner fulfils the aforesaid eligibility requirements, I am certain that the petitioner's request for grant of loan will be favourably considered. 6.This writ petition is disposed of accordingly.
