O R D E R
This Writ Petition has been filed seeking issuance of a Writ of Mandamus directing the respondents to restore the entire land comprised in S.No.380 (New S.No.1166), Puttur Village, Rajapalayam Taluk, Virudhunagar District, as Grama Natham as per the Puttur Village SLR Register, forbear the respondents from diverting sewage water of the village into the said land and consequently to grant patta to the occupants of the said land to the extent in their occupation, within the time stipulated by this Court.
2. The grievance of the petitioner is that the respondents have diverted the sewage water of Puttur Village into the centre of the Page No. 2 of 6
petitioner's residential area. The Village Administrative Officer and the Revenue Inspector concerned restrained the petitioner from renovating the house on the ground that the land in S.No.380 (part), new S.No.1166/3, is classified as "Natham" and "Oorani" and that construction should not be made in a water body.
3. The said land comprised in S.No.380 has never been a water body. The petitioner has downloaded the village map of Puttur Village, which shows that a water body known as "Nenmenikulam" exists in the adjoining survey numbers and that the entire land in S.No.380 is classified only as "Paracheri". The second respondent, by proceedings dated 08.01.2024, furnished a copy of the RSR Register and stated that the entire undivided S.No.380 was classified only as "Sarkar Poromboke - Village Natham".

The petitioner subsequently came to know that in the Natham Land Settlement Adangal Register, the lands in S.No.380 were subdivided and renumbered as S.No.1166/1, 1166/2 and 1166/3 (old S.No.380 part) and classified as "Natham" and "Oorani". The respondents have deliberately diverted the sewage water into the residential area of the Page No. 3 of 6
petitioner's community and classified a portion of the land as "Oorani" without any basis.
5. Therefore, the petitioner submitted a representation dated 04.03.2024. However, no action has been taken. Hence, the petitioner has been constrained to file the present Writ Petition.
6. The learned Special Government Pleader appearing for the respondents, on instructions, would submit that the petitioner's representation dated 04.03.2024 would be considered and appropriate orders would be passed by the respondents within a period of twelve weeks.
7. Recording the above submission and without expressing any opinion on the merits of the matter, this Writ Petition is disposed of with a direction to the respondents to consider the petitioner's representation dated 04.03.2024 and pass appropriate orders on its merits and in accordance with law within a period of twelve weeks from the date of receipt of a copy of this order. The representation shall be disposed of after conducting an enquiry. The respondents are also directed to provide Page No. 4 of 6
a reasonable opportunity of hearing to the petitioner and any other interested parties who may be affected by such decision, before passing any order. There shall be no order as to costs. Consequently, the connected Miscellaneous Petition is closed.
