Prayer : Petition filed under Article 226 of the Constitution of India, to issue a Writ of Mandamus, directing the 2nd respondent District Collector to consider and pass orders forthwith on the petitioner's representation dated 09.03.2024 seeking permission to include Sri Malayandi Temple, Maravamangalam for conducting the ''Vellakatti Manjuvirattu Vizha'' in the Government Gazette, so as to enable to conduct of said event as scheduled on 27.04.2024. ORDER

(Order of the Court was made by R.SURESHKUMAR, J.) The prayer in the writ petition is for issuance of a Writ of Mandamus, directing the 2nd respondent/District Collector to consider and pass orders on the petitioner's representation dated 09.03.2024 seeking permission to include Sri Malayandi Temple, Maravamangalam, for conducting the ''Vellakatti Manjuvirattu Vizha'' in the Government Gazette, so as to enable the petitioner to conduct the said event as scheduled on 27.04.2024.

The petitioner had given a representation on 09.03.2024, to the respondents, especially, the 2nd respondent / District Collector, Sivagangai District, seeking permission to conduct the Manjuvirattu Vizha on 27.04.2024, at his village Page No.2 of 6

namely, Maravamangalam, in connection with the temple festival at Arulmighu Malayandi Swamy Temple.

Since the said representation has not been considered so far, the petitioner had moved the present writ petition. 4.

Heard Mr.K.Ragatheesh Kumar learned counsel appearing for the petitioner, Mr.P.Thilakkumar, learned Government Pleader appearing for the respondents 1, 2, 4 and 5 and Mr.S.S.Madhavan, learned Government Advocate (Crl.Side) appearing for the respondents 3 and 6. 5.

Learned Government Pleader appearing for the respondents 1, 2, 4 and 5, has submitted that the said village called, Maravamangalam, has not been included as one of the villages for granting permission to perform the Manjuvirattu once in a year in the Government Order issued in this regard, by the Government of Tamil Nadu. Therefore, in order to include the said village also, by issuance of additional Government Orders, since the representation has been given by the petitioner, the same would be considered by the respondents, especially, the District Collector, and accordingly, needful action would be taken and orders will be passed thereon on merits and in accordance with law.

Considering the said submission made by both sides and taking into account the innocuous nature of the prayer that has been sought for by the petitioner herein, to consider his representation dated 09.03.2024, this Court is inclined to dispose of this writ petition with the following order:- (i) There shall be a direction to the respondents, especially, the 2nd respondent, to consider the representation of the petitioner dated 09.03.2024, and pass orders thereon, on merits and in accordance with law, on or before 20.04.2024, and communicate the same to the petitioner. No costs.
