..Respondent Prayer: Writ Petition filed under Article 226 of the Constitution of India, praying this Court to issue a Writ of Certiorarified Mandamus to call for the entire records pertaining to the impugned notification issued by the respondent in connection with the grant of leasehold right for running the shops in Anna Bus Stand, Thoothukudi vide his proceedings in Na.Ka.No.A16/5020/2025 dated 24.02.2026 and quash the same and consequently direct the respondent to earmark the boundaries of each shops and further direct him to assign the shop number for each of the shops by issuing a tender cum auction notification for granting the leasehold right afresh. ORDER
1.The petitioner challenges the proceedings dated 24.02.2026 issued by the respondent, whereby bids have been invited from eligible persons for allotment of shops constructed at Anna Bus Stand, Thoothukudi, on lease basis.
2.The petitioner contends that despite making several requests, the respondent has not furnished the tender documents, thereby preventing the petitioner from participating in the auction proceedings. It is further alleged that the 12 shops proposed to be auctioned have not been assigned specific numbers and, therefore, the petitioner is unable to identify the shops for which he intends to participate in the auction.
3.The learned Standing Counsel appearing for the respondent, on instructions, submitted that the tender documents would be furnished to the petitioner today by 4.00 p.m. It was further submitted that if the petitioner submits his bid within the time stipulated in the auction notice, the same will be considered in accordance with the terms and conditions of the tender documents. 2/4
4.The submissions made by the learned counsel appearing on either side are placed on record.
5.In view of the above, this Writ Petition is disposed of with a direction to the respondent to assign shop numbers to the 12 shops proposed to be auctioned to successful bidders on lease basis. The petitioner shall appear before the respondent and obtain the tender documents, subject to payment of the prescribed fee, on or before 5.00 p.m. today. No costs. Consequently, the connected miscellaneous petitions are closed.
