O R D E R

This Writ Petition has been filed seeking a direction to the respondents to grant permission and to give a police protection on the eve of birth anniversary of Rebel Muthuramalinga Sethupathy, freedom fighter on 30.03.2025 at about 05.00 pm to 09.00 pm upon considering the petitioner's representation, dated 13.03.2025. 2.According to the petitioner, he is the District Secretary of Pasumpon Muthuramalinga Thevar People's Protection Movement in Ramanathapuram District. On the occasion of birth Anniversary of Rebel Muthuramalinga Sethupathy, freedom fighter, the petitioner along with others planned to organize welfare assistance for school students and poor people from 05.00 p.m to 09.00 p.m on 30.03.2025. Therefore, they sought for permission from the second respondent to provide police protection. But the same has not been considered. Hence this petition. 2/5

3.The learned Additional Public Prosecutor appearing for the respondent police would submit that already the petitioner sent a request in this regard on 09.03.2025 and the same was rejected by the second respondent by citing the reasons that above said place is very adjacent to the national highway and if permission is granted, it will cause to traffic congestion in the national highway and outsiders will also participate in the event, thereby, it will cause inconvenience to the public and create law and order issue. Now, again the petitioner sent the representation for the same event. However, it is pending for consideration. 4.

Since the prayer of the petitioner is to grant permission for the said event and the same is pending with the second respondent and already he rejected the petitioner's earlier representation on the ground of traffic congestion and law and order issue, recording the same, the second respondent is directed to grant permission by imposing appropriate condition. The petitioner is also directed to ensure that there is no traffic congestion in the national highway and without affecting the law and order, the said event is organzied.
