Respondents PRAYER: Writ Petition has been filed under Article 226 of the Constitution of India praying to issue a Writ of Mandamus, directing the 2nd respondents to renew the FL3 license No.01/2004/05 for the year 2014-2015 of the petitioner's IMFL License together with the endorsement of allowing the petitioner to carry on the business 08.00 a.m. to 12.00 noon as per the Rule 11 of the Tamil Nadu Liquor Retain Vending (In Shops and Bars) Rules, 2003 within a stipulated time.
