ORDER

Heard both sides.

2.When the matter was taken up for hearing, the learned Special Government Pleader points out that as early as on 27.08.2021, refusal check slip was issued. Copy of the same has been served on the learned counsel for the petitioner. It is open to the petitioner to file an appeal before the first respondent. If any such appeal is filed within a period of thirty days from the date of receipt of a copy of this order, it shall be entertained without reference to limitation. The first respondent is directed to dispose of the appeal to be filed by the petitioner on merits and in accordance with law within a period of three months thereafter. I make it clear that I have not gone into the merits of the matter. The first respondent shall put the interested persons, if any, on notice before passing final order. It is open to the first respondent to pass order one way or the other.
