The second respondent is directed to dispose of the petition filed by the petitioner and pass final order on merits and in accordance with law within a period of twelve weeks from the date of receipt of a copy of this order. I make it clear that I have not gone into merits of the matter. It is open to the second respondent to pass order one way or other. Interested persons shall be put on notice before passing the final order.
