necessary payment paid by the petitioner, based on the receipt number (Receipt No.2025/0123/23/011874) dated 29.10.2025 with the help of the 4th respondent to give an adequate Police Protection till the completion of measuring the above said properties within the stipulated time.

O R D E R

This petition has been filed seeking todirect the 2nd and 3rd Respondent to measure demark the petitioner's scheduled property in T.Survey No.191/1A, Pulithypatti, Chettikurichi Village, Singampunari Taluk, Sivagangai District in the light of necessary payment paid by the petitioner, based on the receipt number (Receipt No.2025/0123/23/011874) dated 29.10.2025 with the help of the 4th respondent to give an adequate Police Protection till the completion of measuring the above said properties within the stipulated time. 2/6

2. The learned counsel for the petitioner submitted that the petitioner, along with his friend L. Pitchai, purchased the property under Document No. 4676/2025 dated 16.10.2025, and by virtue of the said sale deed, they are the lawful owners of the property. However, it is further submitted that the neighbours, namely R. Raghavan, R. Gowtham, and P. Murugan, are obstructing the measurement of the property. It is alleged that they are attempting to compel the petitioner to sell the property, which the petitioner is not willing to do. Therefore, the petitioner seeks a direction for surveying the property with police protection.

3. Heard the learned Special Government Pleader appearing for respondents 1 to 3 and the learned Government Advocate appearing for the 4th respondent.

4. Considering the facts and circumstances of the case, this Court directs the 2nd respondent to conduct the survey with the assistance of the 3rd respondent after issuing notice to the petitioner as well as the neighbours namely 3/6

R.Raghavan, R.Gowtham and P.Murugan. If necessary, seek police protection, the 4th respondent shall provide police protection to survey the land. The Court is also directing the Official respondents to adhere to the following Standard Operating Procedures:

a. The Official respondents shall issue notice to the petitioner immediately reaching the spot where survey is to be conducted. The petitioner shall affix the signature by receiving the notice of survey.

b. After survey again the petitioner shall affix signature indicating that the survey was conducted to their satisfaction.

c. If the petitioner is not satisfied, then also the petitioner shall affix signature indicating their dissatisfaction or with protest. The petitioner shall indicate that reason of their dissatisfaction or protest. The aforesaid procedure shall be strictly followed by the parties The said exercise shall be completed within a period of 12 weeks from the date of receipt of a copy of this order.
