O R D E R

This writ petition has been filed to quash the impugned order passed by the second respondent on 10.06.2018 and consequently direct the respondents to grant permission to perform the cultural programme of Adal Padal programme on 17.06.2018 night at about 07.00 PM to 12.00 AM at Arulmigu Sri Karuppasamy Thirukovil in connection with temple festival situated at Ilavengal, Ottapidaram Taluk, Tuticorin District and to provide adequate police protection based on the petitioner's representation dated 08.06.2018.

2.According to the petitioner, the petitioner being the President of Vizha Committee, has made a representation to the second respondent on 08.06.2018, seeking permission to conduct adal padal programme scheduled to be held on 17.06.2018. The second respondent rejected the petitioner's representation on 10.06.2018 without assigning any reason. Challenging the same, this writ petition has been filed.

3.From a perusal of the impugned order it is seen that no reason has been assigned for rejecting the petitioner's representation and the said order is cryptic and non speaking order. Further, the petitioner has made the said representation only on the capacity of President of Vizha Committee. Therefore, impugned order passed by the second respondent is liable to be set aside.

4.In fine, this writ petition is allowed and the impugned order passed by the second respondent on 10.06.2018 is set aside. The second respondent is directed to consider the petitioner's representation dated 08.06.2018 afresh and pass orders on merits and in accordance with law on or before 15.06.2018. It is open to the petitioner to submit any additional document before the second respondent, if so advised. No costs.
