Heard both sides.

2.The third respondent has given a request under DCW scheme for re-aliening the overhead lines. The petitioner has raised his objections. 3.The second respondent is directed to pass a speaking order on the petitioner's objections. The rights of the parties will abide by the outcome of the order to be passed by the second respondent. I make it clear that I have not gone into the merits of the matter. The second respondent will complete the exercise within a period of three weeks from the date of receipt of a copy of this order. 2/4

4.This writ petition is disposed of accordingly. There shall be no order as to costs.
