Respondents PRAYER: Writ petition filed under Article 226 of the Constitution of India, to issue a Writ of Certiorarified Mandamus, calling for the records of the third respondent's impugned notice Lr.No.2113/SE/TEDC/TTN/AEE/JE2/F.DKT/14, dated 20.11.2014 and the consequential impugned CC bill issued by the fourth respondent,

dated 01.09.2015 in so far as it relates to the levy of Harmonic compensation charges to the tune of Rs.1,64,668/- in Serial No.15 (Harmonic compensation charges), quash the same as illegal, arbitrary, without the authority of law and against the provisions of the CEA (Technical Standards for Connectivity to the Grid) Regulations 2007 and direct the respondents 2 and 4 forbearing from in any manner levying, demanding and / or collecting surcharges for not providing the harmonic controls from the petitioner's HTSC No.114 who is connected with 11kv supply line.
