O R D E R

The writ petition is disposed of at the admission stage without notice to the respondents 4 and 5, in view of the nature of relief that is being granted. It is made clear that this Court is not making any observations on the merits of the matter.

The contention of the petitioner is that under Rule 5(5) of the Tamil Nadu Pawn Broker Rules, 1943, the petitioner had made an application before the third respondent herein, on 25.02.2026, with reference to the redemption of the petitioner's gold jewels weighing about 542 grams from the fourth respondent.

The learned counsel for the petitioner would also rely upon the judgment of this Court in M.Naina Mohamad vs. Tahsildar, Pudukottai District and others (W.P.(MD)No. 16181 of 2019, dated 05.03.2025), whereunder it is held that as per the Rule, in the city of Chennai, two Authorities, namely, the Tahsildar and the Personal Assistant to the Collector, are the appropriate Authorities and in other areas, the Revenue Divisional Officer is the Authority to whom a pawnor can take assistance for redemption of his pledge.

4. In view thereof, it is for the third respondent to consider the application of the petitioner in accordance with law. Needless to mention that notice to the petitioner as well as to the fourth and fifth respondents shall be issued. After hearing the parties, the orders in accordance with law shall be passed. The aforesaid proceedings shall be completed as early as possible and in any event not later than twelve (12) weeks from the date of receipt of the web copy of the order, without waiting for the certified copy of the order.

5. With the above directions, this Writ Petition is disposed of. No costs.
