ORDER

(Order of the Court was made by N.SATHISH KUMAR, J.) The petitioner has filed the present Writ Petition seeking a direction to the respondents 1 to 6 to conduct a detailed enquiry and to take appropriate action against respondent No. 8 and other officials who are responsible for the misappropriation of Government funds, financial irregularities, and non-implementation of welfare schemes in the seventh respondent Panchayat during the period from 01.05.2020 to 30.04.2025. 2.Heard the learned counsel appearing for the petitioner and Mr. P.T.Thiraviam, learned Government Advocate, who accepts notice for respondents 1 to 5.

3.It is the contention of the petitioner that, during the period from 05.01.2020 to 05.01.2025, several acts of corruption, irregularities, and financial misappropriation have taken place in respect of the Government funds allotted to the seventh respondent, namely Mettupatti Village Panchayat, Ward No. 66, Alanganallur Panchayat Union, Madurai District. It is alleged that the public funds sanctioned by the Government have been misappropriated by the Panchayat President by adopting illegal and fraudulent methods. It is further submitted that, on 29.09.2025, the petitioner submitted an application under the RTI Act seeking details of the Government funds allotted to the said Panchayat for the period from 01.05.2020 to 30.04.

2025, along with particulars of the works stated to have been undertaken, completed, and pending by the sixth respondent. Thereafter, on 05.11.2025, the sixth respondent furnished the said details. Upon perusal of the same, the petitioner was shocked to note that several works were shown as completed and expenditures were stated to have been incurred, whereas, in reality, such works have not been completed till date.

In particular, it is alleged that in respect of 72 works, funds were released and irregularities were committed, even though the works were neither commenced nor completed. Subsequently, on 27.01.2026, the petitioner submitted a detailed representation to the respondents seeking appropriate action against the persons who misused Government funds by falsely claiming implementation of Government schemes, even though the works were not completed. Since no action has been taken, the present Writ Petition has been filed. 4.The learned Government Advocate appearing for respondents 1 to 5, on instructions, submitted that all the works have been completed and that there is no lack of details.

5.Though the learned Government Advocate submitted that all the works have been completed, no supporting particulars have been placed before this Court. In such circumstances, the fourth respondent/District 5/8

Collector, being the Inspector of Panchayats, is directed to consider the representation of the petitioner dated 27.01.2026 and pass appropriate orders on merits and in accordance with law, as expeditiously as possible. 6.With the above directions, this Writ Petition is disposed of. No costs.
