ORDER

The present writ petition has been filed to direct the respondents to grant permission and provide police protection to conduct Kabaadi Tournament on 29.03.2025 at Permualkualm by considering the petitioner's representation, dated 19.03.2025.

2. According to the petitioner, he is one of the Committee Member of Kabaadi Tournament. They have decided to conduct Tournament in their village at Permalkulam on 29.03.2025, thereby, they have sent a representation to the 2nd respondent seeking police protection on 19.03.2025 and the same has not been considered. Hence, this petition. The learned counsel would further submit that during the pendency of the petition, the request of the petitioner has been rejected by the respondents.

3.The learned Additional Public Prosecutor appearing for the respondents would submit that the representation of the petitioner, dated 19.03.2025 has been considered and the same was rejected on the 2/6

ground that they have granted permission to the nearby villages and some cases were registered during the Kabaadi Tournament and therefore, if Kabaadi Tournament is permitted, it would cause law and order problem. Hence, prays to dismiss the petition.

4.This Court had heard both sides and perused the materials available on record.

5.According to the petitioner, they have decided to conduct Kabaadi Tournament on 29.03.2025 and the representation sent by the petitioner was rejected by the respondent police during the pendency of the petition. The petitioner also undertakes to maintain law and order during the Tournament.

6.According to the respondent police, they have granted permission to the nearby villages and criminal cases were registered during the Kabaadi Tournament, therefore, they have rejected the representation of the petitioner, since it would create law and order problem.

7.Since the 2nd respondent has not passed the rejection order immediately after the receipt of the representation of the petitioner and the same was passed only during the pendency of the petition, by citing the reason that law and order problem would arise, the rejection order is liable to be set aside. The Kabaadi is one of the sports activity and the petitioner also undertakes to conduct the Tournament without any law and order problem, this Court is inclined to grant permission to condcut Kabaadi Tournament on 29.03.2025 at Perumalpuram Village. 8.In view of the above, the rejection order of the 2nd respondent is set aside and the 2nd respondent is directed to monitor the Kabaadi Tournament and to maintain law and order and if any deviation is found, they can take appropriate action in accordance with law. The petitioner is also directed to ensure law and order during the Tournament, without praising any community people.

9.With the above directions and observations, this writ petition stands disposed of.
