ORDER

Seeking to direct the 3rd respondent to take necessary and appropriate action on the petitioner's complaint dated 23.12.2025 and provide adequate police protection to the petitioner's life and limb, this writ petition is filed.

2. The learned counsel for the petitioner submitted that the petitioner has been employed as a Raw Materials Supervisor for about 4 years in a company named "Sree Hari Krishna Private Limited". The 4th respondent, who is the petitioner's maternal uncle residing in Sivagangai District, had contacted the petitioner over the phone in the month of August 2025 and had informed him that there is a job opportunity available in Thailand in a supermarket for a handsome salary. He repeatedly persuaded the petitioner and obtained Rs.1,50,000/- for arranging the job, visa, and travel. On 2/7

02.08.2025, the petitioner had transferred Rs.50,000/- through GPay to the mobile number 9786532664, and thereafter another amount of Rs.50,000/- was transferred from the petitioner's father's bank account to the said mobile number. Thereafter, the 4th respondent informed that a visa and flight ticket to Thailand had been arranged, and when the petitioner arrived at the airport in Thailand, a person as arranged by him would receive him.

3. However, on 08.08.2025 at about 11:00 AM, when the petitioner reached the Thailand airport as informed, the person holding the petitioner's photograph was waiting in the airport. He took all the money carried by the petitioner with him and had it converted into dollars and took the petitioner to a room where he was allowed to stay for a day, and the next morning the petitioner was informed that no job was available in Thailand and he should instead travel to Cambodia. Thereafter, on 09.08.2025, at about 9:00 AM, the petitioner travelled and reached Cambodia around 11:00 AM. In Cambodia, the petitioner was received by a cab driver from the airport. He traveled for nearly 4 hours, and on reaching a particular building, the petitioner's passport, mobile phone, and all 3/7

the other accessories were snatched away from the petitioner, and he was confined in a room along with certain Chinese nationals. It was informed that the petitioner has been sold for an amount of Rs. 3,00,000/- for a period of one year. However, the petitioner managed to escape with the aid of the embassy had returned back to India and made a representation in this regard. However, no action has been taken. Hence, the present writ petition came to be filed.

4. The learned Additional Public Prosecutor Mr. S.Ravi submitted that this is a clear case of human trafficking, which has been already freezed by the Central Government. Based on the directives of the Central Government, the Government of Tamil Nadu has formed a special cell under the CBCID. In this regard, the action would be initiated only by the CBCID.

5. The Inspector of Police, CB-CID, Dindigul, is suo-motu impleaded as 5th respondent. Registry is directed to carry out the necessary amendments in the cause title.

6. The petitioner is directed to make a fresh representation before the 5th respondent forthwith. On receipt of the same, the 5th respondent is directed to take appropriate action on the basis of the representation of the petitioner and conclude the investigation within a period of four(4) weeks. The first respondent is directed to monitor the investigation.

7. With the above directions, this writ petition is disposed of.
