Prayer : Petition filed under Article 226 of the Constitution of India for issuance of Writ of Certiorarified Mandamus, to call for the records relating to the impugned order passed by the first respondent vide proceedings in No.Ro.TRY/577/2025-CA dated 22.02.2026 and quash the same as illegal and consequently direct the first respondent to grant 21 days ordinary leave without police escort to the petitioner's husband, namely, Jeyakumar, S/o. Chinnaiaya, aged about 34 years, Life Convict Prisoner, PID No.161933 confined at Central Prison, Trichy. O R D E R
[Order of the Court was made by N.ANAND VENKATESH, J.] This writ petition has been filed challenging the impugned proceedings of the first respondent made in No.Ro.TRY/577/2025-CA dated 22.02.2026, wherein, the petitioner while granting 21 days ordinary leave to the detenu, imposed a condition that he will be accompanied by an escort.
2. Heard the learned counsel on either side.
3. The detenu is a life convict. The petitioner, who is the wife of the detenu, submitted a representation seeking for ordinary leave on the ground that the detenu's mother was suffering from medical ailment and she requires medical treatment and for that purpose, the detenu has to make some financial arrangements.

The representation was considered by the first respondent and through the impugned proceedings dated 22.02.2026, 21 days ordinary leave was granted to the detenu, but, however, a condition was imposed to the effect that the detenu will be accompanied by an escort. This condition has been put to challenge in the present writ petition.
4. It is brought to the notice of this Court that the detenu on four earlier occasions was granted leave. In none of those occasions, the detenu had violated any conditions and nothing untoward happened during those
periods. Considering the purpose for which the detenu is seeking for ordinary leave, this Court is inclined to modify the condition imposed by the first respondent.
5. In the result, the impugned proceedings passed by the first respondent made in No.Ro.TRY/577/2025-CA dated 22.02.2026 is modified to the effect that the detenu shall report before the fourth respondent daily at 06.00 p.m., during the entire period of ordinary leave. Apart from that condition, the detenu is permitted to submit the sureties before the Superintendent of Prison, Central Prison, Trichy, instead of executing the sureties before the Tahsildar and two sureties shall be the family members of the detenu. The other conditions imposed by the first respondent shall stand as it is.
