Writ petition filed under Article 226 of the Constitution of India, to issue a Writ of Mandamus, to direct the second respondent to give permission and protection for conducting the cultural programmes (Aadal Padal) on 28.06.2018 and Sri Muthalamman Nadagam on 29.06.2018 to celebrate the Pongal festival of Arulmigu Sri Muthalamman Kovil at Kundhalappatti Village, Sengundrapuram Post, Virudhunagar District by considering the petitioner's representation dated 11.06.2018.

This Writ Petition has been filed to direct the second respondent to give permission and protection for conducting the cultural programmes (Aadal Padal) on 28.06.2018 and Sri Muthalamman Nadagam on 29.06.2018 to celebrate the Pongal festival of Arulmigu Sri Muthalamman Kovil at Kundhalappatti Village, Sengundrapuram Post, Virudhunagar District by considering the petitioner's representation dated 11.06.2018.

2.Heard the learned counsel appearing for the petitioner and the learned Additional Government Pleader appearing for the respondents.

3.The petitioner has made a representation to the respondents to grant permission for conducting cultural program in the village of the petitioner in connection with the "Pongal https://hcservices.ecourts.gov.in/hcservices/

festival" in Arulmigu Sri Muthalamman Kovil at Kundhalappatti Village, Sengundrapuram Post, Virudhunagar District on 11.06.2018. Since the said representation has not been considered by the respondents, the petitioner has filed the present writ petition.

4. The application seeking permission to conduct any cultural program with regard to temple festival shall be submitted only by the trustees of the Temple or the committee of the Vizha Kuzhuvinar or the organizers of the festival committee before the concerned respondent police. In the case on hand, the petitioner is the resident of the said village. Therefore, the petition is liable to be dismissed as not maintainable in the light of the earlier order passed by this Court in W.P.(MD)No.7911 of 2018 dated 12.04.2018.

5.Accordingly, this Writ Petition is dismissed with liberty to the petitioner to make a fresh representation, if so advised. No costs.
