conduct enquiry on the petitioner's appeal dated 05.05.2023 under Rule 17 of the TN Document Writers License Rules, against the impugned order passed by the 3rd respondent in Na.Ka.No. 1640/EE2021-1 dated 16.03.2023 by cancelling the petitioner's document writer license dispose of the same within a time frame as may be fixed by this Court.

ORDER

The petitioner was a licensed document writer. His license was cancelled by the DIG of Registration vide order dated 16.03.2023. The petitioner has filed an appeal before the IG of Registration. Seeking its disposal, the present writ petition came to be filed.

2. When the matter was taken up for hearing, the learned Special Government Pleader submitted that as per Rule 17 of the Tamil Nadu Document Writer's Licence Rules, 1982 an appeal will lie only to the State Government and not before the first respondent. In this case, the petitioner has not filed any such appeal before the Government. The petitioner is permitted to file an appeal before the Government within four weeks from the date of receipt 2/4

of a copy of this order. If such an appeal is filed, it shall be entertained without reference to limitation. The impleaded respondent is directed to dispose of the appeal to be filed by the petitioner within a period of six months from the date of receipt of a copy of this order. I make it clear that I have not gone into the merits of the matter.
