PRAYER : Writ Petition is filed under article 226 of the Constitution of India, praying to issue a Writ of Mandamus to direct the respondents to provide an opportunity to the petitioner to rectify the errors made in the application No.KKT/2025/029/00331/PMKI and to re-submit the application and to disburse the loan amount of Rs.2,00,000/- under the scheme of Kalaignar Kaivinai Thittam.

By consent, this writ petition is taken up for final disposal at the admission stage itself.

2.This writ petition is filed seeking for a Mandamus to direct the respondents to provide an opportunity to the petitioner to rectify the errors made in the application No.KKT/2025/029/00331/PMKI and to resubmit the said application and to disburse the loan amount of Rs.2,00,000/- under the scheme of Kalaignar Kaivinai Thittam.

3.Upon hearing the learned counsel for the petitioner and perusal of the material records of the case, the petitioner has applied for a loan amount of Rs.2,00,000/- under the scheme framed by the Government. When the

application has been duly uploaded in the web portal, with the endorsement that the application is not supported by the relevant documents and the same is rejected.

4.The grievance of the petitioner is that he does not even know the shortcomings in his application and no opportunity has been given to him to rectify the same.

5.The learned Government Advocate appearing on behalf of the respondents would submit that it is an endorsement in the web portal and if necessary, a detailed speaking order can be passed. 6.I have considered the rival submissions made on either side and perused the material records of the case.

7.Considering the nature of grievance of the petitioner, this Writ Petition is disposed of with the following directions: (i) Notwithstanding the rejection order uploaded in the internet, the petitioner shall appear before the respondent authorities on 15.04.2026 or anytime sooner thereafter as may be advised by the respondents. The respondents shall consider the application of the petitioner and intimate to

the petitioner that what are the documents that are lacking and what are the other credentials, he has to comply with in writing. If the petitioner is able to comply with the same, an opportunity to re-present the application shall be given to him and thereafter, the same shall be considered in accordance with the law. If the petitioner is not eligible at all, the same shall be given it in writing to him by way of a speaking order. No costs.
