5.T.Selvamani 6.Muthuvel [R-5 and R-6 are impleaded as party-respondents as per the order of this Court dated 28.06.2018 made in W.M.P.(MD)No.12506 of 2018] : Respondents PRAYER: Writ Petition is filed under Article 226 of the Constitution of India praying for issuance of a Writ of Mandamus, directing the respondents 1 to 4 herein to conduct a peace meeting regarding the issues of ex-communication and celebration of Kumbabishegam scheduled to be conducted on 01.07.2018 for the Chellayee @ Chellandi Amman Temple and Kattukaruppu Temple situated at Attalappatti Village, Mettupatti Post, Musiri Taluk, Trichy District and consequent celebration of Thiruvizha and the related issue of taking Karagam and Vel during procession based on the petitioner's representation dated 19.06.2018. ORDER
The petitioner seeks for a peace committee meeting to be conducted for the celebration of Kumbabishegam and the other related Thiruvizha in respect of Chellayee @ Chellandi Amman Temple and Kattukaruppu Temple situated at Attalappatti Village, Mettupatti Post, Musiri Taluk, Trichy District.

The fifth and sixth respondents impleaded themselves as parties to the Writ Petition and had submitted that already in the year 2013, there was a peace committee meeting and the parties have agreed to conduct the festival amicably. However, the very same issue raised now. The fifth and sixth respondents have also filed an affidavit of undertaking that they will not indulge in any activity of ex-communication of the petitioner and will allow the petitioner and his people to participate in the function in all aspects and receive the contribution for celebrating the festival.
3. However, the learned counsel for the petitioner would insist that another issue with respect to carrying the 'Karagam' and 'Vel' is still to be resolved. For that purpose, a peace committee meeting is necessary.
4. The learned counsel on both sides submit that the Kumbabishegam is scheduled to be held on 01.07.2018.
5. Considering the facts and circumstances of the case, due to paucity of time, peace committee meeting cannot be directed to be conducted before 01.07.2018. Therefore, Kumbabishegam shall go on as scheduled. The remaining functions (Thiruvizha) are directed to be scheduled after ten days. The Revenue Divisional Officer, Musiri, Trichy District, is directed to convene a meeting for conciliating this issue between both parties on 02.07.2018. The Revenue Divisional Officer shall issue notice to all the groups, afford personal hearing and, thereafter, complete the exercise, within a week's time, enabling the Villagers to conduct the festival in a smooth and harmonious manner.
6. The Writ Petition is disposed of with the above direction. No costs.
