This writ petition has been filed by Mr.M.Rajagopalan under Article 226 of the Constitution of India seeking issuance of a writ of Mandamus, directing the respondents 2 and 4 to consider his representation, dated 07.05.2015 and re-fix and pay the petitioner salary with all attendant benefits in accordance with 6th pay commission by altering the petitioner annual increment date from 01.07.1975 to 01.04.1975 in the light of the 4th respondent communication, dated 25.07.1990.

2. A mere reading of the prayer shows that the petitioner had slept over the matter for the last four decades. Therefore, such a stale prayer with a huge and un-explained delay can never be entertained, for, this Court sitting under Article 226 will not extend its indulgence to a person not coming to the Court in time, but sleeping over the matter for the past 40 years. Therefore, The writ petition is dismissed.
