Prayer: Writ petition filed under Article 226 of the Constitution of India, praying to issue a Writ of mandamus, directing the respondents to give permission to petitioner association "Visvakarma Kaivinaingarkal Sangam, Elairampannai" to open the petitioner association temple of "Sri Angalaeeswari Thirukoviland" situated at Elayirampannai for doing cleaning the temple premises and doing every day poojas to the temple deity.
