The petitioner, though seeks for a direction to the first and second respondents to conduct survey based on his representation dated 23.10.2015, it appears that for the very same purpose, the petitioner has already made a representations on 03.12.2013 and 02.09.2014. Therefore, it appears that the present representation is in continuation of the earlier representations.

2.It seems that the petitioner seeks for conducting survey and for grant of patta. Whether the petitioner is entitled to such relief or not is for the authority to consider and decide on merits and therefore, this Court at this stage, is not expressing any view on the merits and contentions raised by the petitioner. However, as the representations of the petitioner have not been disposed of so far, without expressing any view on the merits of the matter, I only direct the first respondent to consider the representation of the petitioner and pass orders on the same on merits and in accordance with law within a period of eight weeks from the date of receipt of a copy of this order.
