For Petitioner : Mr.A.N.Ramanathan For Respondent : Mr.V.Sukumar Standing Counsel COMMON ORDER These Contempt Petitions are filed complaining willful disobedience of the orders dated 10.02.2026 made in W.P(MD)Nos.3778, 3779, 3780 and 3781 of 2026.

2. When the matter came up for hearing, the learned Standing Counsel, taking notice on behalf of the respondent, would submit that as per the order dated 10.02.2026, two options were kept open for the Sub-Registrar to act. If the first direction was to register the document and to release it in two days or if the Sub-Registrar felt that the document was undervalued, he was directed to refer it under Section 47-A of the Indian Stamp Act, 1899. The Hon'ble Division Bench of this Court in Inspector General of Registration Vs N.Periyannan [Manu/TN/5738/2021] has upheld the procedure of referring the document under Section 47A of the Indian Stamp Act, along with the original document. Accordingly, along with the original document, the orders have been passed 2/4

referring the matter under Section 47-A of the Indian Stamp Act, 1899. Thereafter, the appropriate authority, namely, the Deputy Collector of Stamps, had also issued a notice of hearing dated 30.03.2026.

3. In view thereof, keeping open the liberty of the petitioners to appear before the said authority and to participate in the enquiry and also to seek the return of the document, these Contempt Petitions stand closed.

4. Needless to mention that if the original has been already returned back to the Sub Registrar, the Sub Registrar shall hand over the same to the petitioners.
