ORDER

This petition has been filed seeing for a direction to the respondents 1, 2 and 5 to provide adequate police protection on the basis of letter dated 12.02.2026 given by 4th respondent to 2nd respondent to install transformer and draw line to the petitioner building at No.4/128A, Ganapathy Sundara Nachiyarpuram, Rajapalaym Taluk, Virudhunagar District to run textile industry managed by M/s.Dhalavaipuram Women's Looms Private Limited ('firm' for the sake of brevity) under Micro Small and Medium Enterprises (MSME) Scheme.

2. The learned counsel appearing for the petitioner submitted that the petitioner had made a proper application before the fourth respondent for 2/6

obtaining an electricity connection to the firm. However, due to obstruction from the villagers, the said process could not be completed. Hence, he sought the indulgence of this Court to direct the respondent police to provide adequate police protection, based on the letter dated 12.02.2026 issued by the fourth respondent to the second respondent, for the purpose of installation of the transformer.

However, the learned Additional Public Prosecutor appearing for the respondent police, on instructions, submitted that the residents of the village, namely Ganapathy Sundara Nachiyarpuram, are objecting to the proposal to draw electricity to the petitioner's firm from the urban feeder, though they have no objection if the same is drawn from the rural feeder. It was further submitted that the villagers have resorted to a road roko protest, apprehending that such extension from the urban feeder would adversely affect the continuous power supply to the general public. A representation in this regard has already been made by the villagers to the Executive Engineer, TANGEDCO. In such circumstances, the respondent police would not be in a position to provide police protection, as the same may give rise to law and order issues. 3/6

The learned counsel appearing for the Electricity Board categorically submitted that there is no possibility of disruption in the electricity supply to the villagers in the event of power being drawn from the urban feeder for the purpose of establishing the proposed loom unit run by the petitioner. It is all the baseless anticipation of the villagers and uninterrupted 24×7 power supply to the residents would be ensured, even though if electricity connection is given to the firm from urban feeder. The village people will never be affected in any way by the said proposed connection.

5. Heard the learned counsel on either side and carefully perused the materials available on the record.

Considering the fact that the petitioner is seeking police protection only to install transformer and draw electric line to his building for the purpose of his business, the respondent police is directed to afford adequate police protection to the petitioner, on the basis of the letter dated 12.02.2026, on payment of necessary charges in terms of GO.Ms.No.139, Home (Pol-VIII) Department, dated 04.03.2019. It is made clear that, in the event of any agitation by the general public, it is for the officers of the fourth respondent to 4/6

sensitize the villagers and facilitate the petitioner in availing the necessary facility.
