The petitioner is before this Court seeking issuance of a writ of Mandamus directing the second respondent to consider the petitioner's representation dated 16.10.2025 and the online application submitted on 31.01.2026. By the said representation/application, the petitioner has sought issuance of a legal heir certificate of her alleged deceased husband, including her name, the parents of the deceased, and the petitioner's son.

2. Mr. D. Sadiq Raja, learned Additional Government Pleader, on instructions, submitted that the deceased was earlier married to one Mani and there is no material to show that the said marriage was dissolved. It is further submitted that the petitioner claims to have married the deceased only in the year 2015, whereas her son, namely Pravin, was born in the year 2001. Hence, according to the learned Additional Government Pleader, the petitioner is not entitled to seek issuance of a legal heir certificate.

3. The issues raised involve disputed questions of fact, which require verification by the competent authority. Such disputed facts cannot be adjudicated in exercise of writ jurisdiction. Therefore, this Court is inclined to direct the second respondent to consider the petitioner's representation and application on their own merits.

4. Accordingly, the writ petition is disposed of with a direction to the second respondent to consider the petitioner's representation dated 16.10.2025 and the online application dated 31.01.2026, conduct a proper enquiry after issuing notice to all necessary parties, and pass appropriate orders in accordance with law.

5. The above exercise shall be completed within a period of three
