Prayer: Writ Petition, filed under Article 226 of the Constitution of India, praying this court to issue a Writ of Mandamus directing the Respondent Nos. 1 and 2 to direct the Respondent No.3 to grant no objection certificate to apply the passport by considering the representation made by the Petitioner dated 20.02.2026 within the time stipulated by this Hon'ble Court and pass such further or other orders as
this Hon'ble Court may deem fit and proper in the circumstances of the case and thus render Justice.

ORDER
The writ petition is filed for a mandamus, directing the respondents 1 and 2 to direct the 3rd respondent to grant No Objection Certificate to apply for passport by considering the representation of the petitioner dated 20.02.2026.
2. Heard M/s.B.Rohini, learned counsel appearing for the petitioner and Mr.M.Lingadurai, learned Special Government Pleader, who takes notice on behalf of the respondents.
3. The case of the petitioner is that since she is working as a Village Administrative Officer (VAO), she has applied for permission for issuance of passport. As per the procedure, respondents 1 and 2 are required to grant permission, thereby enabling the 3rd respondent to
issue a No Objection Certificate (NOC). The petitioner has already made a representation dated 20.02.2026 in this regard.
4. In view thereof, the writ petition is ordered on the following terms:- i. The respondents 1 and 2 are directed to take up the representation of the petitioner dated 20.02.2026 and issue issue necessary instructions to the 3rd respondent for issuance of No Objection Certificate (NOC) if there is no other impediment, in respect of the same.
ii. The said exercise shall be completed within a period of two months from the date of receipt of the web copy of the order, without waiting for the certified copy of the order. iii. No costs.
