Heard the learned counsel on either side.
2. The petitioner claims to be in possession of the petition mentioned land which is classified as ' tharisu '. The petitioner seeks assignment for consideration or allotment on any other terms.
3. The learned Additional Government Pleader appearing for the respondents states that it is only the Commissioner of Land Administration who can pass order and that the respondents are not competent to consider the petitioner's request.
4. Be that as it may, the petitioner has no enforceable right to seek assignment either for market value or on any other terms. It is a matter left entirely to the discretion of the concerned authorities to consider the petitioner's case. 2/4

5. Leaving open the issue, this writ petition stands disposed of. No costs. Consequently, connected miscellaneous petition is closed.
