Respondents Prayer:- Petition filed under Article 226 of the Constitution of India to issue a Writ of Mandamus, directing the second respondent herein to conduct and complete the enquiry and pass orders within the time stipulated in the Circular No.67 dated 3.11.2011 issued by the first respondent, Inspector General of Registration, Chennai on the petitioner's complaint dated 21.08.2015 regarding the fraudulent Registration taken place in S.Nos. 132/4 to an extent of 1 Acre 24 Cents and S.No.32/2 to an extent of 95 cents at Servaikaranmadam Village, Thoothukudi District and pass such other further or other orders deem fit and proper in the circumstances of the case.

Mr.K.Mahesh Raja, learned Government Advocate takes notice for the respondents.

2.The petitioner seeks for a direction to the second respondent to conduct and complete the enquiry and pass orders as per the Circular No.67 dated 3.11.2011 issued by the first respondent on the petitioner's complaint dated 21.08.2015 with regard to the fraudulent registration taken place in S.Nos. 132/4 to an extent of 1 Acre 24 Cents and S.No.32/2 to an extent of 95 cents at Servaikaranmadam Village, Thoothukudi District.

3.According to the petitioner, such registration is a fraudulent one and therefore, he made a complaint on 21.08.2015 for conducting the enquiry and pass orders.

4. Needless to say that it is for the second respondent to consider the complaint of the petitioner and pass orders on the same on merits and in accordance with law as this Court is not expressing any view on the claim made by the petitioner in the present writ petition.

5. The learned Government Advocate appearing for the respondents based on instruction submitted that summons were issued to all the parties concerned and enquiry is still going on. https://hcservices.ecourts.gov.in/hcservices/

6. Considering the above stated facts and circumstances, I only direct the second respondent to complete the enquiry and pass final orders on merits and in accordance with law after hearing all the parties concerned within a period of 8 weeks from the date of receipt of a copy of this order.

7. With the above direction, this Writ Petition is disposed of. No costs.
