2. The writ petitioner joined in the Police department in

the year 1971. He was promoted as a Grade-I Police Constable on 1991. He became as a Head constable on 1998. He retired from services on 30.09.2005. The writ petitioner submitted a representation on 06.02.2014, seeking grant of notional promotion. The writ petitioner was inspired by grant of relief to certain other individuals.

3. This Court is of the view that this writ petition is liable to be dismissed solely on the ground of laches and delay. The writ petitioner is trying to agitate the stale and settled matters. There is no merit is this writ petition.
