Heard the learned counsel on either side.

2. The learned counsel for the petitioner states that the petition mentioned application has to be disposed of by the second respondent, but no steps were taken.

W.P.(MD)No.9251 of 2020 3.The second respondent is directed to consider the petition mentioned application and dispose if of on merits and in accordance with law within a period of four weeks from the date of receipt of a copy of this order. Before passing such order, the second respondent will hear not only the petitioner, but also the fourth respondent. It appears that the institution comes under the direct payment system. The third respondent states that he is only concerned with the welfare of the institution and he has not even entered appearance in the case and that he can be ignored. In-fact, the learned counsel for the third respondent virtually reported 'no instructions'.

4.This Writ Petition stands disposed of, accordingly. No costs.
