O R D E R

This Writ Petition has been filed seeking a direction to the respondents to grant permission to conduct the Innisai Katcheri on 04.04.2025 at 07.00 pm to 2.00 am in nearby the Ayiraperi Arulmigu Marineriyan at Pattapathu, Ayiraperi, Thenkasi District by considering the petitioner's representation dated 21.03.2025. 2.The learned Counsel for the petitioner would submit that the petitioner is the one of the members of the festival committee. Every year they used to conduct festival for the said temple. Likewise, this year, they decided to conduct festival on 04.04.2025, thereby, they decided to conduct Innisai Katcheri on 04.04.2025 from 07.00 pm to 02.00 am. While so, they approached the second respondent through representation dated 21.03.2025, but the same has not been considered. Hence this petition.

3.The learned Additional Public Prosecutor appearing for the respondent police would submit that the the petitioner sought permission to conduct the said programme on 04.04.2025 from 07.00 Pm to 02.00 am. After 10.00 pm, no any event is permissible. They are ready to give permission for conducting the programme only up to 10.00 pm. 4.The petitioner sent the representation on 21.03.2025, till date no order has been passed by the second respondent and as per the judgment of this Court as far Adal Padal and cultural programmes are concerned, if the request has not been considered within seven days, on the eighth day, it is deemed to be permitted.

5.Therefore, permission is not required from the second respondent. Hence the petitioner can conduct the said programme on 04.04.2025 up to 10.00 pm. The second respondent is directed to monitor the entire event and ensure the law and order. The petitioner is also directed not to praise any particular community people and without any obscene acts, the programme has to be conducted. 3/5

7.With the above observations and direction, this Writ Petition is disposed of.
