..Respondents Prayer: Petition filed under Article 226 of the Constitution of India praying for the issuance of a Writ of Certiorarified Mandamus calling for the records of the respondent comprised in proceedings bearing No. E(C)-56/41/2007-EST/D 3827, dated 13.11.2015 and quash the same as arbitrary and illegal and consequently direct the respondent to proceed further under the Tender bearing No. E(C)-56/10/2013/EST/D. 3073, dated 25.08.2015 and evaluate the tender on merits and award the same on merits and after complying with the Land Policy Guidelines for Major Ports 2014 granting rights to the existing lessee in accordance with law.
