Heard the learned counsel appearing for the writ petitioner and the learned Additional Government Pleader appearing for respondents 1 to 3.

2. Issuance of notice to the fourth respondent is dispensed with.

3. The learned Additional Government Pleader on written instructions informed the Court that the enquiry as to the subject matter is still pending.

4. The second respondent is directed to submit his report before the first respondent in this regard within a period of eight weeks from the date of receipt of a copy of this order. The first respondent, after issuing notice to all the parties concerned, shall pass final order on merits and in accordance with law within a period of eight weeks thereafter. I make it clear that I have not gone into the merits of the matter. This writ petition stands disposed of. No costs.
