Respondents PRAYER: Petition filed under Article 226 of the Constitution of India, to issue a writ of mandamus directing the respondents to grant permission and protection for conducting the Kida Muttu ( goats fight ) scheduled to be held on 28.05.2022 at Kuttiyapatty garden, Kuttiyapatty Village, Dindigul District by considering the representation of the petitioner dated 23.04.2022. [Order of the Court was made by T.RAJA, J.] The prayer in this writ petition is to direct the respondents to grant permission and protection for conducting Kida Muttu (Goats Fight) scheduled to be held on 28.05.2022 at Kuttiyapatty Garden, Kuttiyapatty Village, Dindigul District, by considering the representation of the petitioner dated 23.04.2022.
2. According to the petitioner, he is the the Secretary of Dindigul District Kida Muttu (Goats Fight) Friends Group and they have been conducting the event for the past ten years without prejudice to the welfare of the goats and by duly following the rules framed by the Government in this regard. https://hcservices.ecourts.gov.in/hcservices/ 1/2

3. The learned Additional Government Pleader appearing for the respondents made a submission that based on the representation given by the petitioner, Enquiry Officer conducted an enquiry and recommended for granting permission.
4. As the Enquiry Officer has already conducted enquiry and recommended for granting permission, the respondent-police is directed to grant permission with usual conditions to the petitioner to conduct Kida Muttu (Goats Fight) scheduled to be held on 28.05.2022 as expeditiously as possible.
5. With the above direction, the writ petition is allowed. No costs.
