[Order of the Court was made by D.KRISHNAKUMAR, J.] The petitioner has filed this writ petition in the individual capacity and not in the capacity of the President of the Panchayat.

2. After elaborate arguments, the learned counsel for the petitioner seeks permission of this Court to make a fresh representation by the writ petitioner as a President of the Panchayat seeking permission to conduct the events as stated in the prayer.
