(Order of the Court was made by N.SATHISH KUMAR, J.) The petitioner has filed the present Writ Petition seeking a direction to respondents 1 to 4 to construct a new public library in Iluppaiyur 2/7
Village, in the land gifted to the Government in Survey No.100/5A1C, Iluppaiyur Village, Tiruchuli Taluk, Virudhunagar District. 2.The petitioner, a registered society by name Iluppaiyur Nadar Uravinmuraikku Paathiyappatta N.K.V. Sala Thodakkappalli Kalvi Abiviruthi Sangam, represented by its Secretary, has filed the present Public Interest Litigation seeking a direction to the respondents to construct a new public library in Iluppaiyur Village, Virudhunagar District. 3.The petitioner contends that the Society had, by way of a registered gift deed dated 21.09.1989, gifted land to the Government for the construction of a public library. Pursuant thereto, a library building was constructed in the year 1991. However, it was subsequently found that the said building had been constructed on an incorrect parcel of land, as the survey numbers mentioned in the original gift deed were erroneous. 4.It is further submitted that, as per the report of the Revenue Tahsildar, the land on which the existing library stands cannot be properly 3/7
identified, demarcated, or mutated. In order to rectify the said error, the present office bearers of the petitioner Society resolved to execute a fresh gift deed with correct particulars. Accordingly, a fresh gift deed was executed and registered as Document No.2211 of 2024 before the SubRegistrar, Tiruchuli, whereby an extent of 8 cents of land in Survey No. 100/5A1C was gifted in favour of the Government of Tamil Nadu for the purpose of reconstructing the public library, with clear boundaries and proper description.
5.Despite repeated representations and personal efforts made by the petitioner and the villagers requesting reconstruction of the library, no effective action has been taken by the respondents. A detailed representation dated 13.03.2026 was also submitted by the petitioner along with other villagers; however, the same has not elicited any response. Hence, the present Public Interest Litigation has been filed seeking appropriate directions.

6.The learned Additional Government Pleader appearing for the respondents, on instructions, submitted that, vide proceedings in Na.Ka.No. 202/U.2/2022 dated 21.04.2025, administrative sanction has been accorded for a sum of Rs.28,00,000/- (Rupees Twenty Eight Lakhs only) for the construction of a new library on the land newly gifted by the villagers on 01.08.2024 in Survey No.100/5A1C.
7.In view of the above, the authority concerned is directed to expedite the construction of the library and complete the same as expeditiously as possible, preferably within a period of six months from the date of receipt of a copy of this order.
8.With the above directions, this Writ Petition stands disposed of. No costs.
