Heard both sides.

2. The impugned order suspending the writ petitioner's license for the balance period of two years was passed by the respondent as early as on 31.10.2023. This writ petition has been filed only in April 2025. There is absolutely no explanation for the delay in invocation of the writ jurisdiction. On the ground of laches, I decline to interfere. However taking note of the fact that the petitioner's valuable rights are involved, liberty is granted to the petitioner to file an appeal before the appellate authority. If such an appeal is filed within a period of four weeks from the date of receipt of a copy of this order, it shall be entertained without reference to limitation and disposed of on merits and in accordance with law. I make it clear that I have not gone into the merits of the matter. This writ petition stands disposed of. No costs. Consequently, connected miscellaneous petition is closed.
