ORDER

Heard the learned counsel on either side.

2.When the matter was taken up for hearing, the learned Special Government Pleader on written instructions from the local body clarified that lighting facility will be provided as expeditiously as possible. This submission is placed on record.

3.As regards laying of road, it is clarified that it is not possible to lay any road on the channel area. I direct the first respondent to go into the petitioner's representation and consider the ways and means of ensuring accessing facility for all the residents of Thangam Nagar. If any illegality has been committed, the same shall be set right. The first respondent cannot however ignore the 2/4

mandate of this Court that road cannot be laid on a water body. Subject to this restriction, whatever best can be done for the local residents, the same shall be carried out. The first respondent is directed to finalize the exercise within a period of five months from the date of receipt of a copy of this order. 4.This writ petition is disposed of accordingly.
