..Respondents PRAYER: Writ Petition is filed under Article 226 of the Constitution of India for the issue of a Writ of Mandamus by directing the 2nd respondent to grant permission for conducting Kabbadi Tournament on 14.03.2015 and 15.03.2015 at Aandiyamedu, Vadipatty Road and provide adequate police protection based on the petitioner's representations, dated 03.03.2015. The petitioner seeks a direction for granting permission to conduct Kabadi Tournament to be held on 14.03.2015 and 15.03.2015 at Aandiyamedu, Vadipatty Road.
2. Learned counsel for the petitioner submits that he is one of the members of Mattram Arakattalai which intends to conduct a tournament towards advancing Kabadi on 14.03.2015 and 15.03.2015 at Aandiyamedu, Vadipatty Road. There is no apprehension of any untoward incident taking place owing to conduct of such tournament. The petitioner has made a representations on 03.03.2015 and 10.03.2015 seeking direction to the respondents to grant permission to conduct kabadi tournament, but the same have not been considered so far. It has thus become necessary to approach this Court by way of the present writ petition.
3. Heard the learned Counsel appearing for the petitioner and the learned Government Advocate (crl. side) appearing for the respondents.
4. Learned Government Advocate (crl. side) would submit that concern of the respondents is that conduct of such tournament would give room for emotional outburst and consequential mishaps which could be detrimental to public peace.
5. Considering the rival submissions, this Court is of the view that it would be appropriate to direct the respondents to afford permission to conduct Kabadi Tournament on 14.03.2015 and 15.03.2015 at Aandiyamedu, Vadipatty Road on the following conditions: i) The Kabadi Tournament is permitted to be held on 14.03.2015 and 15.03.2015 at Aandiyamedu, Vadipatty Road between 10.00 a.m to 7.00 p.m only.

ii)The petitioner and other participants shall not shout, raise any slogan for or against any party or party leader, any caste, Community or creed.
iii) The petitioner shall ensure that no untoward incident is caused disturbing the public peace and tranquility. iv) The petitioner shall ensure proper first aid arrangements by keeping one or two doctors in the venue.
v) The participants of Kabadi tournament shall not wear any form of dress showing offending slogans or picture of any communal/political leader which may cause disturbance.
vi) Songs praising communal leader or having communal overtones should not be played.
vii) The petitioner will ensure that no flex board or hoardings depicting particular community or leader will be displayed.
6. If any of the above said conditions are violated, it is open to the respondents to take appropriate action in accordance with law.
7. The writ petition is disposed of with the above terms. No costs.
