Heard the learned counsel appearing for the petitioner. 2.The petitioner has given a complaint against the third respondent. The petitioner, in his affidavit, states that the third respondent has been issuing legal heir certificate in violation of the procedures issued by the Government in G.O.Ms.No.99, Personnel and Administrative Reforms (A) Department, dated 21.09.2015. 3.I wanted to know the standing of the writ petitioner. https://hcservices.ecourts.gov.in/hcservices/

2 W.P.(MD)No.10035 of 2020 4.The petitioner's counsel replied that the petitioner is a local Reporter and is exposing wrong doing of the revenue authorities.

5.If that be so, the only course open to the petitioner is to file a Public Interest Litigation. That apart, whether to take action against the subordinate official or not, is left to the discretion of the superior officers. It is not possible for this Court to issue any Mandamus based on the petitioner's complaint. Therefore, the Writ Petition stands dismissed in limini at the admission stage without notice to the respondents. No costs.
