This writ petition has been filed by the petitioner seeking for a Writ of Mandamus directing the respondents 1 and 2 to grant permission to the petitioner to conduct the Kabadi Tournament on 21.03.2015 and 22.03.2015 before Karupusamy Temple, Alagapuri from 10.00 a.m. to 6.00 p.m. and to give sufficient police protection.
2. Mr.R.Karthikeyan, learned Additional Government Pleader takes notice for the respondents.
3. By consent, the Writ Petition itself is taken up for final disposal.
4. According to the petitioner, he is interested in the welfare of the people and is interested in the Kabadi Tournament. He wanted to develop the Kabadi to the international level and he is conducting the tournament in the village and he has conducted the tournament in the previous year also. He would undertake that he will not collect any money from the public at large and he will conduct the tournament in a smooth manner without causing any law and order problem and undertake that he will not put any flex-boards of any particular community or party. though he has applied for permission, so far no permission was granted. Hence, he has come forward with this Writ Petition.

On instructions, the learned Additional Government Pleader submitted that the police apprehending threat of some communal clash in that area and he also submitted that if the petitioner undertakes to give the names of the teams well in advance and abide by all the conditions of this Honourable Court, they will consider the application of the petitioner in accordance with law.

It is made very clear that the authority will consider the application on the specific undertaking that the petitioner will not collect any funds from the public to conduct the Kabadi Tournament and he will not collect more than Rs.300/- on the team for participating in the tournament as he wants to enlight the people in that area regarding the tournament and it is made very clear that he should give an undertaking before the police that none of the teams or anyone connected with the tournament will not have wear any banians or posters or any other thing in connection with the particular party or a particular community and there will not be any slogan or song in respect of any caste, community or for a specific party and the tournament will be conducted purely on the basis of sports activity to the public at large.
In this aspect, this petitioner also undertakes that he will make arrangement for sufficient medical team available for the smooth running and taking care of the benefit of the participants and the maximum number of teams to participate in the Tournament is 25 teams and the time is in between 6.00 a.m. to 6.00 p.m. Further, it is open to the authority to consider and impose any other conditions are necessary and pass appropriate orders on or before 20.03.2015.
