O R D E R

This Writ Petition has been filed in the nature of Mandamus seeking a direction to the respondents, particularly, the first respondent, Zonal Manager, Indian Bank at Madurai, to grant education loan under the Government Quota Fees structure of MEPCOSCHLENK Engineering College, Sivakasi, to the son of the petitioner. The petitioner had given an application on 21.12.2020 through online Vidya Lakshmi Portal vide his Application ID No.924219. The petitioner had also given a subsequent representation on 29.04.2021. 2.Heard Mr.N.Anandakumar, learned Counsel for the petitioner. 3.In the affidavit filed in support of this Writ Petition, it had been stated that the son of the petitioner, by name, Vijayakumar, with Student ID No.1851435, had applied for educational loan of Rs.6,90,050/-, to the second respondent/Branch Manager, Indian Bank, Natham Branch, Dindigul District. The son had got admission in the year 2020 through Tamil Nadu Government Quota in the aforesaid College. He secured 70.33% marks in the 12th standard. He is studying in the first year.

4.Earlier, the petitioner had also applied for a similar educational loan for his daughter and the same was orally rejected https://hcservices.ecourts.gov.in/hcservices/ 1/2

W.P.(MD)No.10536 of 2021 and that the petitioner filed W.P.(MD)No.20820 of 2017 seeking educational loan. It is stated that the petitioner requires the educational loan for the future and well being of his son. 5.A counter had been filed by the second respondent and it had been stated that the Grievance Redressal Mechanism for educational loan is available in the Regional Office and that the petitioner can very well approach it.

6.It is seen that the second respondent had not considered the fact that the petitioner is seeking educational loan for his son under the Tamil Nadu Government Quota. I would therefore issue a Mandamus to the first respondent/Zonal Manager, Indian Bank, Regional Office at Madurai, to treat the application of the petitioner as a representation given to the Grievance Redressal Mechanism and I would direct the Grievance Redressal Mechanism to issue notice to the petitioner, calling the petitioner for a personal hearing and examine the records submitted by the petitioner with respect to the educational qualification of his son and particularly, with respect to the fact that the petitioner's son had obtained admission in Government Quota and thereafter, examine the credential of the petitioner and proceed to disburse, if the records are otherwise in order, the educational loan for the son of the petitioner herein. The entire exercise shall be completed within a period of twelve weeks from the date of receipt of a copy of this order.

7.1.The petitioner is also directed to serve a copy of this order along the fresh representation to the first respondent and seek that it may be placed before the Grievance Redressal Mechanism at Regional Office and on such transmission of the papers by the first respondent to the Grievance Redressal Mechanism, the aforesaid Grievance Redressal Mechanism may proceed, as directed in the earlier part of this order.

8.With the said observations, this Writ Petition is disposed of. No costs.
