PRAYER: Petition filed under Article 226 of the Constitution of India, to issue a Writ of Certiorarified Mandamus, to call for the entire relevant records relating to the impugned order passed by the first respondent, vide Moo.Mo.D.1/9471/2023 dated 15.04.2023 and quash the same as illegal as devoid of merits and consequently to direct the respondents to grant permission with adequate police protection to conduct cock-fight (without sword) in order to breeding of all type of cocks and hens, make vigilance and protection for all Village, Thiruppuvanam Taluk, Sivagangai District for "Tamil Chiththirai Festival" in peaceful manner based on the petitioner's representation dated 16.04.2022, within a stipulated time that may be fixed by this Court.
