ORDER
Heard the learned counsel appearing on either side. 2.The writ petitioner belongs to Hindu Arunthathiyar community, which is a notified scheduled caste. He got married to Vanitha, who belongs to Hindu Yadava Community, which is a notified backward community. It is an inter-caste marriage. Therefore, prima facie the petitioner is entitled to receive financial assistance from the petition mentioned scheme introduced by the Central Government. The 1/3
petitioner had submitted an application in this regard way-back on 15.01.2017. It is also seen that the marriage between the petitioner and Vanitha was registered on the file of the SubRegistrar Office, Sankarankoil. Alleging some lacuna in documentation, the application was kept pending. The first respondent is ready to process the application of the petitioner. But the first respondent is yet to receive the Community Certificates from the second respondent.
3.Today, when the matter was taken up for further hearing, the learned Additional Government Pleader, on instructions, submitted that the second respondent will positively despatch the Community Certificate of the petitioner as well as his wife today itself. The first respondent is likely to receive the same within span of one week. The learned Standing Counsel appearing for the first respondent submitted that after receipt of all the relevant certificates from the second respondent, the entire matter will be processed within a period of four weeks, thereafter. Recording the undertaking given by the respondents herein, through their respective counsel, the writ petition stands disposed of. No costs. 4.I am not finding fault with any particular Officer but, I cannot help making one general observation.
The Union Government had introduced "Dr.Ambedkar Scheme for Social Integration through Inter-Caste Marriages" with a noble objective. When applications for availing assistance under this scheme are submitted, this Court expects the concerned Authorities to process the utmost expedition. Keeping the papers without processing them, would defeat the very purpose of such scheme. I only hope that such delays in processing the papers will not happen in future.
