ORDER

Heard the learned senior counsel for the petitioner and the learned Additional Advocate General assisted by the learned Special Government Pleader for the official respondents and the learned counsel for the private respondents.

2. The petitioner is aggrieved by issuance of patta in favour of the third respondent. He has therefore moved the RDO, Thirumangalam for cancelling the said patta.

3. The first respondent is directed to conclude enquiry and pass final order on merits and in accordance with law within a period of twelve weeks from the date of receipt of a copy of this order. I make it clear that I have not gone into the merits of the matter. The first respondent will issue notice to all the interested persons before passing a final order. 2/4
