3. By consent, this Writ Petition itself is taken up final disposal.

4. The learned counsel appearing for the petitioner would submit that it would be suffice if the representation of the petitioner is disposed of on merits and in accordance with law within the time stipulated by this Court.

5. The learned Government Advocate appearing for the respondents has no objection in considering the request of the petitioner.

6. In view of the above, without going into the merits of the claim made by the petitioner in this Writ Petition, the second respondent is directed to pass appropriate orders on the representation of the petitioner, dated 31.03.2015, on merits and in accordance with law, after giving notice to the interested parties, if any, within a period of three months from the date of receipt of a copy of this order. It is made clear that this order should not be construed as giving any positive direction to the second respondent who should pass orders depending upon the facts and circumstances of the case.

With the above direction, this Writ Petition stands disposed of. No costs.
